• US Logistics Update [Mar 28, 2026]-English

The British current affairs weekly The Economist forecasts that even if the war in Iran were to end immediately, it would take more than four months for the global oil and gas market to return to normal. The analysis suggests that due to the aftermath of supply-demand imbalances, global crude oil inventories are likely to continue declining for several weeks even after the Strait of Hormuz reopens, and prices could surge further as hoarding continues to secure scarce energy supplies. Daily crude oil production in Gulf countries has currently been reduced to 40% of pre-war levels, and it is estimated that it will take at least two to four weeks to restore production to pre-war levels. In particular, the supply shortage for LNG is expected to be even more severe, as the Ras Laffan industrial complex in Qatar—a key LNG production hub—was hit by missile attacks, damaging 17% of its facilities. Qatar estimates that it will take up to five years to restore the affected facilities.   OECD Forecasts “U.S. Inflation to Rise 4.2% This Year Due to War” As the conflict in the Middle East fuels inflation fears, the OECD has significantly revised upward its inflation forecasts for major economies. In particular, it projects that U.S. inflation will rise to 4.2% this year, with inflation rates across the G20 expected to reach 4% (see graph above). It also warns that if exports from Middle Eastern countries are disrupted, this poses a significant downside risk that could further fuel inflation, lower growth rates, and cause volatility in financial markets. Meanwhile, economists predict that rising diesel prices caused by the war in Iran will ultimately lead to higher product prices for companies, potentially pushing inflation back up to the mid-3% range in April or May. Consequently, opinions are emerging that the Federal Reserve (Fed) should raise interest rates rather than cut them.    Key Guide to Tariff Refunds Refunds are processed exclusively through U.S. Customs and Border Protection (CBP)’s Automated Commercial Environment (ACE) system, and no checks are issued. Importers who have not yet registered for the electronic refund system must do so immediately. Currently, only about 5,000 companies out of approximately 300,000 eligible businesses have registered. Furthermore, a significant number of companies are filing lawsuits for duty refunds, as there is a possibility that the Trump administration may only grant refunds to those who have filed lawsuits. However, experts advise that unless there is an urgent need for cash, it is acceptable to wait for the court’s final decision. This is because the statute of limitations for filing a lawsuit extends until February 2027, which is ample time. Additionally, refunds accrue approximately 6% interest; rushing to file a refund claim could actually shorten the interest calculation period, so caution is advised. Meanwhile, the 10% Section 122 (Balance of Payments Authority) tariffs currently imposed by the Trump administration are set to expire at the end of July, and it is understood that many companies are considering front-loading shipments. This is because reciprocal tariffs in most countries were higher than the existing Section 122 tariffs, so companies are looking to import goods before tariffs imposed under Section 301 take effect.       North American Vessel Dwell Times    Summary of TPEB Market Trends First, regarding supply, based on scheduled sailings for April, an increase in blank sailings by carriers is expected to cause supply disruptions affecting approximately 6–10% of the overall schedule. However, the actual perceived supply shortage is even more severe. Additionally, concerns have been raised that if vessels on certain routes are forced to reroute via the Cape of Good Hope due to the conflict in the Middle East, this could lead to further equipment shortages and congestion at major Asian hubs. Regarding freight rates, carriers have already implemented General Rate Increases (GRIs) for the remainder of March and have announced additional GRIs effective April 1. Furthermore, in response to the sharp rise in bunker prices, they have introduced an Emergency Fuel Surcharge (EFS) and are also imposing an Inland Fuel Surcharge (IFS) to reflect rising diesel costs in intermodal segments such as rail and inland transport. Meanwhile, the Peak Season Surcharge (PSS), which is typically applied to meet peak season demand, is expected to be postponed until the end of April, given that the EFS and IFS will be implemented first in April. In any case, April is a period marked not only by freight rate increases but also by supply contraction, equipment shortages, hub congestion, and rising fuel surcharges.   Middle East Update On Friday, March 27, the ultra-large container ships CSCL Indian Ocean and CSCL Arctic Ocean, operated by China’s COSCO, attempted to enter the Strait of Hormuz but abandoned their course midway and turned back. This is notable as the first instance of a major global shipping company attempting to transit the strait since the conflict began. However, it suggests that risks in the Strait of Hormuz remain at an uncontrollable level. The timing for shipping lines to resume operations through the Strait remains unclear. However, COSCO announced on March 25 that it would resume bookings on the Asia–Gulf route. Meanwhile, as global major carriers have scaled back or suspended operations due to escalating tensions in the Middle East, regional carriers are rapidly filling the void and expanding their services. Leveraging their strengths of short lead times and flexible schedule adjustments, these regional carriers are increasing the deployment of new services, primarily on the Gulf–India–East Africa route. However, while capacity has increased, insurance and security risks remain high, and actual lead time volatility remains significant due to port congestion and stricter inspections.   U.S. Trucking Rates Continue to Soar Land truck freight rates continue to soar as supply tightens due to stricter regulations on non-domiciled commercial drivers and more rigorous English proficiency tests, while diesel prices have skyrocketed in the wake of the Iran conflict, reaching their highest levels since late 2022. According to DAT Freight & Analytics, spot truck rates have risen 15–20% year-over-year despite high interest rates, a sluggish housing market, and weak freight demand (see graph below). In fact, truck brokers and asset-based truckload carriers have recently been refusing to haul freight or demanding renegotiation of contract rates. Additionally, the tender rejection rate—which typically remains below 5%—has surged to 14–15% recently. Meanwhile, the supply of trucks could tighten further due to new federal regulations. Following the Federal Motor Carrier Safety Administration (FMCSA)’s formal implementation earlier this week of regulations restricting non-resident commercial driver’s licenses (CDLs), the U.S. House of Representatives is set to introduce is set to introduce “Delilah’s Law,” a bill that would retroactively invalidate certain non-resident CDLs, thereby eliminating the need for non-resident CDL holders to wait until they can apply for renewal with state licensing agencies. Despite rising freight rates, carriers are taking a cautious approach to expanding supply, which is also constraining supply growth. Rising fuel costs are putting pressure on owner-operators and small carriers, who find it difficult to pass on these costs, potentially leading to further supply shortages. Meanwhile, in the contract market, large trucking companies are passing on high fuel costs to shippers through fuel surcharges. As a result, shippers whose transportation budgets have been exceeded are considering cheaper alternatives, such as intermodal rail transport. However, satisfaction with intermodal services is below 50%, making service improvement a key priority.     Trends in U.S. Nuclear Power Projects The United States is simultaneously pursuing Small Modular Reactors (SMRs), capacity upgrades for existing nuclear power plants, and the restart of idled reactors. The federal government aims to increase the current generating capacity of 100 GW to 400 GW by 2050 and is pushing to construct 10 large-scale nuclear reactors by 2030. Nuclear power development is rapidly accelerating due to the recent expansion of approvals and investments in new projects centered on next-generation SMRs. Major projects have been announced in succession, including a $40 billion SMR construction partnership between the U.S. and Japan, and the approval for the construction of the first commercial SMR in the U.S. by TerraPower, backed by Bill Gates. This structure generates a continuous demand for heavy-lift cargo, including medium- and large-sized modules, pressure vessels, heat exchangers, turbines, cooling systems, and special steel structures. Since SMRs involve manufacturing modules in factories and transporting them to the site—a process that spans factory → port → inland transport (trailer/rail) → site delivery—project cargo transportation is essential throughout the entire route.         Middle East Update A complete flight ban remains in effect over the airspace of Iran, Israel, Iraq, Kuwait, Bahrain, and the Dammam region of Saudi Arabia. The UAE (Dubai and Abu Dhabi) and Qatar (Doha) have partially reopened their airspace or resumed commercial flights under restricted conditions, but operations are being conducted under continuous security monitoring. Emirates (approx. 65%), Etihad (approx. 15%), and Qatar Airways (approx. 15%) have resumed limited operations, but major EU and U.S. airlines (Lufthansa, Cargolux, United, Air France-KLM, etc.) have suspended all cargo transport to the region (embargo) until March 28. With the closure of Middle Eastern airspace blocking existing transshipment routes (Dubai, Doha, Riyadh, etc.), supply has become severely constrained, causing freight rates on the China–Europe route to surge by 25% and those on the Southeast Asia–Europe route to rise by 17%. Rates on the China–U.S. route also rose by 9%, maintaining an overall upward trend. However, fuel costs are rising even more sharply than freight rates (more than double pre-war levels), and airlines are increasingly passing on these costs by adjusting fuel surcharges every two weeks.   USPS Introduces Fuel Surcharge for the First Time The USPS (U.S. Postal Service) announced that it will impose an 8% fuel surcharge on all package shipping rates starting in April. This marks the first time the USPS has introduced a separate surcharge citing fuel costs. While the USPS stated that this measure is a short-term response, there are predictions that it could affect the overall logistics cost structure in the future. The imposition of the fuel surcharge follows a sharp rise in diesel prices in the U.S. due to the recent U.S.-Iran conflict. Diesel prices in the U.S. currently stand at $5.38 per gallon (approximately 3.79 liters), a rise of more than 50% from the previous year. Gasoline prices are also approaching an average of $4 per gallon, a surge of over 30% compared to pre-war levels. Meanwhile, U.S. private delivery companies such as FedEx and UPS are already imposing fuel surcharges and have recently raised their rates further to reflect the sharp rise in oil prices.   Jeff Bezos is pushing for a $100 billion fund to rebuild manufacturing and supply chain companies using AI The goal is to acquire traditional manufacturing and industrial companies and use AI to advance all aspects of production, design, and supply chain operations. Target industries include semiconductors, defense, and aerospace—sectors where efficiency improvements can have a significant impact. Bezos’s manufacturing AI project can be interpreted not merely as an investment but as an industrial expansion of Amazon’s operational model. It is expected to have far-reaching effects across the board, from shortening manufacturing lead times to changing inventory strategies and impacting last-mile logistics.

  • US Logistics Update [Mar 21, 2026]-English

Global markets are in turmoil as international energy prices surge in retaliation against attacks on energy facilities following the outbreak of the Iran war. With international crude oil prices having risen 40% since the war began, U.S. gasoline prices have also climbed to $3.91 per gallon [as of March 20, according to the American Automobile Association (AAA)] due to the rise in crude oil prices, marking an increase of $0.98 per gallon compared to pre-war levels. AAA forecasts that prices will exceed $4 per gallon within days. In the U.S., $3.50 per gallon is generally considered a threshold price, and experts analyze that this could solidify the perception among voters—who have been struggling with the cost of living since the Trump administration took office—that inflation has worsened. In the U.S., where the former Biden administration’s election defeat is attributed to high post-pandemic inflation, soaring oil prices are placing significant pressure on the Trump administration ahead of the November midterm elections. Experts expect the Trump administration, which is well aware of this situation, to do whatever it can to minimize the fallout from the war in Iran, but the reality is far from straightforward. Fatih Birol, head of the International Energy Agency (IEA), warned that the war in Iran has caused the most severe energy shock in history and that “it could take at least six months for oil and gas supplies in the Gulf region to fully recover,” describing the conflict as “the greatest global energy security threat in history.”     The Wall Street Journal reported on the 19th that while international oil prices have risen sharply due to the war in the Middle East, economists still believe the likelihood of the U.S. falling into a recession is low. The report noted that economists have raised the probability of a recession within the next 12 months to 32%, and estimate that oil prices would need to reach an average of $138 per barrel for that probability to exceed 50%. Meanwhile, the Federal Reserve (Fed) kept the benchmark interest rate unchanged at 3.50–3.75% at the Federal Open Market Committee (FOMC) meeting held on the 18th. The Fed projects one rate cut in 2026, consistent with its forecast from last December. Experts interpret this as the Fed assessing that inflationary pressures are mounting due to surging oil prices, as the war in Iran enters its third week and shows signs of prolonging.    USTR Adds 60 Countries to Section 301 Investigation… Tariff Risks Expand Across the Board The USTR has included an additional 60 countries in its Section 301 investigation, in addition to the existing 16, bringing the total number of countries under investigation to over 70 and once again exposing the entire world to tariff risks.(see map below) This investigation focuses primarily on whether countries are complying with prohibitions related to overproduction and forced labor. Experts predict that the burden of risk management for companies will increase, as the structure of Section 301 tariffs makes legal challenges particularly difficult.            Progress on the IEEPA Duty Refund System (CBP) Pursuant to an order from the U.S. Court of International Trade (CIT), CBP’s development of the IEEPA Automated Duty Refund System (CAPE) is proceeding at a “satisfactory pace.” CBP has announced that the Claim Portal module is 70% complete, the Duty Recalculation module is 40% complete, the Review and Re-clearance Processing module is 80% complete, and the Refund Processing module is 60% complete, and that claims will be accepted within approximately 45 days. Please note the following to ensure early refunds:   •    Open an ACE account and register an ACH refund account •    Pre-calculate the estimated refund amount and audit entries •    Submit protests early to mitigate risks associated with system delays or policy changes   U.S. February Imports Down 5.3%, but Signs of ‘Front-loading’ Amid Tariff Uncertainty S&P Global Market Intelligence reported that container imports to the U.S. in February totaled 2.19 million TEUs, a 5.3% year-over-year decline, marking the sixth consecutive month of decline. By product category, industrial imports—primarily industrial and capital goods—plummeted (–28.6%, –16.9%), driving the overall decline in volume. In contrast, seasonal consumer goods such as electronics and leisure products showed signs of recovery with a +5.4% increase, while automobiles and parts maintained strength with a +6.6% rise. By country, imports from China fell by –12.4%, while imports from ASEAN rose by +21.8%, reflecting a clear trend toward supply chain diversification. The industry assessed the figures as better than expected, despite factors such as the Chinese Lunar New Year holiday in February (which fell in January in 2025). Meanwhile, the industry is closely monitoring ongoing tariff uncertainties—such as the IEEPA tariff invalidation ruling and the 10% Section 122 tariff applied for 150 days—as well as signs of front-loading by some importers due to dwindling inventory.   U.S. Diesel Prices Surpass $5, Highest Since 2023 The national average price of diesel in the U.S. has risen to $5.071 per gallon, surpassing the $5 mark for the first time since 2023. This marks the 11th consecutive week of increases, representing a rise of $1.522 compared to the previous year. The surge in diesel prices, driven by instability in the crude oil and refined product markets due to escalating tensions in the Middle East, is placing significant cost pressure on the U.S. trucking industry.       Middle East Crisis Update o   Countries with closed airspace: Iran, Israel, Iraq, Kuwait, Bahrain, Saudi Arabia (Dammam region). The UAE and Qatar have partially reopened their airspace. o   Airport and airline operations status: DXB, AUH, and DOH airports are open with restrictions (Emirates at 60% capacity, Etihad at 15%, Qatar Airways at 10%). However, most EU and US airlines (Lufthansa, Cargolux, United, AFKLM, etc.) have suspended operations. * The above information is as of March 11; there have been no updates since then, and the situation is subject to frequent changes.            The Hidden Costs of U.S. E-commerce Revealed by an $8 Item (by Logistics Management) As the U.S. Postal Service (USPS) faces concerns over financial depletion (see U.S. Logistics News, March 7), the underlying vulnerabilities of the U.S. e-commerce delivery structure are once again drawing attention. The USPS delivers to more than 170 million addresses across the United States six days a week, handling approximately 7 billion packages annually. It is virtually the only organization with a “universal service obligation” to deliver at the same rate even to areas that private carriers like UPS and FedEx avoid, such as rural or low-density regions. As a result, a significant number of small and medium-sized brands and B2C sellers have relied on USPS as their de facto sole last-mile delivery option. The issue lies in the economic viability of this delivery network. According to industry analysis, the actual cost of delivering a single package ranges from approximately $4 to $12, depending on route density, distance, and weight. However, the selling price of small household goods or accessories—items consumers frequently purchase through e-commerce—is often only around $8. With free shipping or next-day delivery becoming the standard expectation, shipping costs have been absorbed and distributed across sellers, logistics companies, platforms, and the entire USPS structure. In the past, the financial issues of the USPS were not prominent because large volumes of letters and high-margin mail supported the national delivery network and subsidized the cost of package delivery. However, with the digital transition, the volume of First-Class Mail has plummeted, while the proportion of package delivery—which requires more labor and space—has rapidly increased. Although the cost burden has grown significantly, the USPS has been unable to pass these costs on. Furthermore, as UPS and FedEx gradually withdraw from low-profit, low-cost, and low-density delivery areas and restructure their businesses to focus on high-cost, high-margin freight, the burden of the most inefficient delivery segments is becoming increasingly concentrated on the USPS.   If the USPS were to reduce its delivery coverage or lower service levels, the impact is expected to extend far beyond mere inconvenience in mail delivery. It is highly likely that delivery fee increases, reductions in free shipping, and the scaling back of next-day delivery services will become a reality, particularly in rural and suburban areas. This will inevitably lead to increased costs for e-commerce companies and ultimately affect consumer prices and demand. Experts view the USPS’s financial problems not as “the failure of a poorly managed agency” but rather as “the limitations of a universal delivery model that the market itself struggles to sustain.” Ultimately, the future of the USPS is emerging as a key variable in assessing the sustainability of the entire U.S. e-commerce and supply chain ecosystem, transcending policy debates within the U.S. administration. In other words, the core issue boils down not to whether the USPS should survive, but to the question of who should bear the last-mile costs in U.S. e-commerce. It is a choice between whether this is social infrastructure that the government should subsidize, a cost that businesses should reflect in their prices, or a burden that consumers must bear through longer delivery times and higher prices.   * Parcel Market Share by Carrier (2025, by ShipMatrix) Carrier Volume (Billion) Market Share (%) USPS 6.7B 28.0% Amazon Logistics 6.7B 28.0% UPS 4.4B 18.4% FedEx 3.6B 15.1% Other carriers 2.5B 10.5% Total 23.9B 100%

[Mar 21, 2026]

  • US Logistics Update [Mar 14, 2026]-English

As market attention focuses on the potential scope and impact of a war between the U.S. and Iran, the March 2026 issue of “Washington Policy Perspectives,” a regular publication by J.P. Morgan Global Research, offers outlooks on the Middle East conflict, U.S. monetary policy, and the U.S. midterm elections.   Geopolitical Risks : The report assesses that the Iran risk has emerged as a far greater short-term global market variable than tariffs. It analyzes that even if the Middle East conflict ends quickly, it could trigger high oil prices and rising interest rates, dealing a significant blow to the economy. Meanwhile, the Wall Street Journal reported that Israeli government officials do not expect the Iranian regime to collapse anytime soon. The analysis notes that Iranian leaders currently retain power, there are no signs of an impending uprising, the military and political leadership are maintaining their roles, and law enforcement, including the police, is functioning effectively. Presidential Trade Authority : Although the Supreme Court recently curbed the president’s unilateral authority to impose tariffs, the analysis suggests that the president’s influence over trade policy has actually grown as Congress fails to fulfill its role. Accordingly, tariff rates are expected to remain at around 9–10%. Interest Rates and Liquidity : While the Fed’s independence will be maintained, the large scale of liquidity is expected to make interest rate cuts difficult. In particular, the AI investment boom is expected to keep interest rates higher than anticipated. The AI Paradox : While AI will boost productivity in the long run, it is projected to contribute to inflationary pressures during the initial stages of infrastructure deployment and factory construction. Fiscal Risks : The U.S. debt problem poses a serious risk, but it is expected that policymakers will not propose clear solutions until the crisis of Social Security fund depletion looms in 2032. Political Outlook : The 2026 midterm elections will be held amid discontent over high inflation; the House of Representatives is expected to remain under Democratic control, while the Senate race is projected to be competitive. For the 2028 presidential election, with a crowded field of Democratic candidates, current Vice President Vance is expected to emerge as an early frontrunner for the Republican nomination. For details, see here: Washington Policy Perspectives - Research - J.P. Morgan Markets               U.S. consumer prices in February rose 2.4% compared to the same month last year. The Core Consumer Price Index (CPI), which excludes volatile items such as food and energy, rose 2.5%, with both figures meeting experts’ expectations. Meanwhile, the U.S. Department of Commerce announced on the 13th that the Personal Consumption Expenditures (PCE) price index for January—a key indicator closely monitored by the Federal Reserve (Fed)—rose 2.8% year-over-year. This figure fell short of the 2.9% forecast by Dow Jones and represented a 0.3% increase from the previous month. The core PCE price index, excluding energy and food, rose 3.1% year-over-year and 0.4% month-over-month, meeting all expert forecasts (see graph above). Experts point out that while the core PCE inflation rate had dropped to 2.6% in April of last year, it has since shown a gradual rebound, suggesting that U.S. inflation was already under upward pressure even before the outbreak of the U.S.-Iran conflict (February 28). The PCE price index is a measure of the prices paid by U.S. residents for goods and services. When assessing whether it has achieved its monetary policy goal of a “2% inflation rate,” the Federal Reserve uses the PCE price index as a benchmark rather than the more widely known Consumer Price Index (CPI). The PCE price index released today covers January data and does not reflect the impact of the sharp rise in international oil prices following the U.S.-Israel airstrikes on Iran that began on February 28. Meanwhile, the January PCE index was originally scheduled for release on February 26, but its release was delayed due to the aftermath of last year’s U.S. federal government shutdown and was finally released on the 13th.         North American Vessel Dwell Times                            CBP Unveils IEEPA Tariff Refund Procedure… “Minimizing Burden on Importers” Following a ruling by the U.S. Court of International Trade (CIT), U.S. Customs and Border Protection (CBP) is preparing a new refund method regarding IEEPA reciprocal tariff refunds. Specifically, CBP is developing a batch refund system called CAPE (Consolidated Administration and Processing of Entries) to replace the existing case-by-case PSC (Post Summary Correction) method. CBP explains that this is intended to minimize the burden on importers and reduce errors in refund calculations, as the existing administrative process requires manual review of 53 million entries—a task that would take over 4 million hours. Development is currently about 70% complete, and the exact go-live date for the CAPE portal is expected to be announced on March 19, CBP’s next official update date. Refunds are expected to be processed after CAPE launches by submitting a CAPE Declaration (consolidated claim). Approximately 330,000 companies are eligible, and the refunds will include interest. Importers of Record (IORs) must register an ACH refund account on the ACE portal, as CBP has discontinued paper check refunds, and must prepare a list of IEEPA duty payment records.   Aftermath of the Middle East conflict… Middle Eastern and Indian ports ‘saturated’ by early unloading, 200,000 TEU stranded amid concerns over equipment shortages As major ports in the Persian Gulf have been closed due to the Middle East conflict, shipping companies have abandoned attempts to reach their original destinations and are proceeding with early unloading at nearby ports. As a result, congestion at Khor Fakkan, Sohar, Karachi, Nhava Sheva, and Mundra, with congestion levels soaring to 80–100%. JOC reports that a “second wave” of cargo—consisting of shipments already departed from Asia—is expected to arrive at these ports shortly. Furthermore, with over 200,000 TEU stranded within the Persian Gulf, the return of empty containers to Asian manufacturing hubs has been halted, and the risk of equipment shortages is rapidly escalating. European hub ports are also already at capacity due to delays caused by the Red Sea detour, creating a structural imbalance across the entire Asia–Middle East–Europe network. Experts are concerned that this situation will go beyond mere route disruptions, leading to a compound shock characterized by increased volatility in oil and LNG prices, which will in turn drive up global shipping costs.         MSC Air Cargo Takes Delivery of Its 7th 777F With the delivery of its seventh Boeing 777-200F, MSC Air Cargo now operates a total of seven 777Fs, including three aircraft it operates directly and four operated by Atlas Air under an ACMI agreement. Along with the addition of this new aircraft, MSC announced plans to add Rome (FCO) Airport as a new gateway and expand connections to major Asian hubs such as Hong Kong, Shanghai, and Yizhou (EHU), in addition to its existing Milan (MXP) hub. With other carriers such as CMA CGM also pursuing the introduction of additional aircraft, the expansion of shipping lines into the air cargo business is accelerating.

  • US Logistics Update [Mar 7, 2026]-English

As the U.S.-Iran standoff enters its ninth day, the Middle East crisis centered on the Strait of Hormuz is unfolding thousands of miles away, yet American consumers are also feeling the financial strain. Market volatility has increased since the Middle East tensions began, and rising mortgage rates and gasoline prices are heightening the risk of deteriorating consumer sentiment. War benefits defense contractors but imposes heavy burdens on ordinary consumers. The average U.S. gasoline price rose 27 cents per gallon over the past week to $3.25, a surge comparable to the early days of Russia's 2022 invasion of Ukraine. The 30-year fixed mortgage rate also climbed above 6.1% from below 6%. On the 6th Eastern Time, April delivery West Texas Intermediate (WTI) crude oil futures on the New York Mercantile Exchange closed at $90.90, surging 12.21% from the previous session. This marks a 52-week high and the highest level since September 2023. On a weekly basis, WTI's 35.63% gain this week is the largest since records began in 1983. Bloomberg and Goldman Sachs warned that international oil prices could exceed $100 per barrel if the destruction of Middle Eastern energy facilities and the strait blockade persist long-term.                   The U.S. Court of International Trade (CIT) ordered the Trump administration on the 4th to begin the process of refunding tariffs imposed under the International Emergency Economic Powers Act (IEEPA). It also ordered that IEEPA tariffs not be collected on goods currently undergoing the duty liquidation process. If the final duty amount has been determined, refund applications can be filed within 180 days from the date the duty amount was finalized. According to the Wall Street Journal (WSJ), at least 1,800 companies have filed lawsuits to date seeking refunds of IEEPA-based duties. An analysis by University of Pennsylvania economists estimates the total duty refund claims could reach $175 billion. In court filings, U.S. Customs and Border Protection (CBP) stated that at least 301,000 importers had been subject to the now-invalid tariffs as of December 10 last year. However, actual refunds are not straightforward. The Trump administration is highly resistant to tariff refunds, and even if legal proceedings move quickly, the process is expected to take several months. It is also uncertain whether all companies will be eligible for refunds. There is particular controversy over whether companies that passed the tariffs on to consumers can receive refunds. Furthermore, some argue that consumers, who actually bore a significant portion of the tariffs, should also be reimbursed.         North American Vessel Dwell Times            North America–Asia Two-Way BAF Increase & GRI Announcement Effective April 1st, carriers have fully adjusted the USA→Asia BAF. Increases range from approximately $30 to $378 for dry containers and $80 to $2,078 for reefer containers, varying by carrier and route. Simultaneously, Asia→USA BAFs have also increased significantly, rising to approximately $218 to $1,046 for Dry and $286 to $1,574 for Reefer containers. Furthermore, GRI increases will be applied consecutively on routes from Asia to the US on March 15 and April 1. Most carriers have announced increases of USD 2,000 to 3,000 per 40ft container (see table below). The industry attributes this to the impact of Middle East instability stemming from the US-Iran conflict and the expansion of maritime supply chain risks.     LA & LGB Ports See January Cargo Volume Decline The ports of Los Angeles (POLA) and Long Beach (POLB), major ports on the U.S. West Coast, recorded a year-over-year decline in cargo volume for January 2026. The Port of LA's total January cargo volume was approximately 812,000 TEU, a 12% decrease compared to the previous year. Imports fell 13% to 421,594 TEU, while exports decreased 8% to 104,297 TEU. Empty container throughput also declined 12% to 286,110 TEU. The Port of Long Beach also handled a total of 847,765 TEU, down approximately 11% year-over-year. However, it maintained the highest cargo volume among U.S. ports for January. Import cargo volume decreased by 13.1% to 409,418 TEU, while exports increased by 0.8% to 99,478 TEU. Empty container throughput decreased by 11.5% to 338,470 TEU. Port officials explained that last year's abnormal increase in 2025 cargo volumes, driven by companies rushing shipments ahead of tariff concerns, impacted this year's statistics. They analyzed that the aftermath of this has left inventory levels within the U.S. still elevated. However, the outlook for this year's cargo volume is positive. For the Port of Long Beach, annual throughput in 2026 is projected to reach approximately 9.5 million TEUs, marking a strong performance ranking among the top five in its history.             Middle East Conflict Widens Uncertainty in Global Air Cargo Market According to WorldAcd, the global air cargo market in February showed relatively stable growth, increasing by approximately 7% year-on-year. Notably, significant volume increases in the Asia-Pacific (+14%) and MESA (Middle East and South Asia, +12%) regions drove the recovery in air cargo demand. However, following the U.S. and Israeli attacks on Iran, multiple countries including Iran, Iraq, Qatar, Bahrain, Kuwait, and Israel have closed their airspace or restricted flights. This has caused a sharp decline in MESA region cargo volumes and significant disruptions to international air transport. As a key aviation hub connecting Europe, Asia, and Africa, the Middle East is estimated to account for approximately 15-18% of global air cargo supply, which is now impacted by this situation. WorldAcd announced that export cargo volumes in the MESA region decreased by -27% on the first day after the war began and by -56% the following day. Airlines are using long-distance detour routes to avoid Middle Eastern airspace, leading to increased flight times, higher fuel costs, and reduced cargo capacity. In some markets, this has not only raised air freight rates but also raised the possibility of cargo backlogs. Freight rates from Asia to the Americas are also rising due to the Middle East war, and fuel surcharge increases are expected to follow soon.   USPS Warns of Financial Crisis – Funds Could Deplete Before 2027 The USPS has warned that its funds could deplete before 2027, drawing attention by hiring an external restructuring advisor. The USPS stated that declining mail volumes and rising costs to maintain its nationwide mandatory delivery network are the core causes of its financial deterioration, declaring, “If no action is taken within 12 months, cash will run out.” While mail volume has declined by billions over the past 15 years due to the rise of email and other alternatives, the USPS still has a legal obligation to deliver to over 170 million addresses. Although package volume has increased due to e-commerce growth, it is insufficient to offset the structural deficit. The USPS is a critical infrastructure for last-mile delivery across the United States, particularly in rural areas. Its financial instability is a serious matter that could impact the entire logistics industry.

  • US Logistics Update [Feb 28, 2026]-English

President Trump confirmed on the 28th that the U.S. had attacked Iran and declared that he would destroy Iran's missiles, missile industry, and navy. In an 8-minute video posted on his social media platform Truth Social, President Trump stated, “Our goal is to protect the American people by eliminating the imminent threat from Iran.” He justified the attack by noting that since the U.S. military struck Iran's nuclear facilities last year, “Iran has attempted to rebuild its nuclear program” and recently refused to agree to abandon its nuclear ambitions in negotiations. He emphasized, “This terrorist regime will never be allowed to possess nuclear weapons.” Later that same afternoon on the 28th, President Trump announced on Truth Social, “Khamenei, one of the most evil people in history, is dead.”   Global air travel is experiencing major disruption as airspace over the region has been closed following the full-scale airstrikes by the U.S. and Israel against Iran. Airspace over Iran, Iraq, Kuwait, Bahrain, the United Arab Emirates (UAE), Saudi Arabia, and parts of Qatar has been closed, forcing numerous flights to be rerouted, canceled, or have their routes changed. Major airlines including Emirates, Qatar Airways, United Airlines, Air India, and the Lufthansa Group have temporarily suspended or adjusted flights to key Middle Eastern destinations such as Tel Aviv, Dubai, and Doha. Beyond flight suspensions, some carriers are implementing alternative routes to avoid the affected airspace, significantly increasing flight times. Furthermore, the Port of Doha announced the suspension of all maritime activities due to the epercussions of military operations.   On the 20th, the U.S. Supreme Court ruled that the mutual tariffs (10-15%) imposed on all countries and the fentanyl-related tariffs targeting specific countries (Canada, Mexico, China, etc.) by President Trump under the International Emergency Economic Powers Act (IEEPA) were illegal measures exceeding presidential authority. Consequently, the estimated $175 billion in tariff refunds has become a matter of utmost concern. China, etc.) related to fentanyl exceeded the President's authority and were unlawful. Consequently, the estimated $175 billion in tariff refunds has become a matter of utmost concern, though it remains highly uncertain whether these refunds will actually materialize. However, legal experts advise that it is necessary to initiate the refund process in advance to secure the right to a refund. To avoid missing this opportunity, companies should take the following steps:   •    Register on the ACE Portal : Register importer information on the U.S. Customs and Border Protection (CBP) system, the ACE Portal, and update ACH information (many          companies have not even completed this first step). •    Retain Supporting Documentation : Organize payment proof documents such as the Customs Declaration Form (CF 7501), invoices, packing lists, and Bills of Lading (B/L) by customs transaction number. •    Strictly adhere to deadlines : To protect your refund rights, you must file a Protest within 180 days after customs clearance is completed (Liquidation). Liquidation is the        process where Customs finalizes the duty amount for an import. For shipments where Liquidation is complete (finalized), you must file a ‘Protest’ within 180 days of the finalization date to maintain your legal eligibility for a refund. Conversely, for cases not yet liquidated (still in customs processing), it is highly likely that Customs will automatically adjust duties to zero to reflect the Supreme Court ruling. Therefore, it is advantageous to wait and observe Customs' automatic adjustment guidelines rather than filing a protest immediately.   The Supreme Court invalidated the tariff and remanded the case to the lower court, the Court of International Trade (CIT). Consequently, the CIT will now first draft specific ' refund implementation guidelines'. Only after the CIT issues its official order will U.S. Customs and Border Protection (CBP) establish the detailed retroactive application manual (including interest calculation and refund procedures). Therefore, companies should thoroughly prepare relevant supporting documents and wait until the CIT's subsequent announcement.   Meanwhile, the Wall Street Journal reported that the confusion caused by President Trump's tariff policies has created a new market for buying and selling the ‘right to a refund’ that may be claimed later. According to brokers, the price of tariff refund claims, which was only 20 cents per dollar before the Supreme Court ruling, has soared to about 40 cents since the ruling. Some companies, concerned it will take a long time, are trying to sell their refund rights immediately at a discounted price to secure cash, while others are choosing to hold out until they can get the full amount back later.         North American Vessel Dwell Times           U.S. Halts Ship Operations Following Military Conflict with Iran Immediately after the U.S. and Israel launched large-scale airstrikes related to Iran's nuclear program, the U.S. established maritime warning zones in the Persian Gulf, Gulf of Oman, Strait of Hormuz, and northern Arabian Sea. This effectively designated the area as off-limits to ships, prompting shipping companies to halt or reroute operations across the Middle East. Tensions further escalated as Yemen's Houthi armed group hinted at resuming attacks in the Bab-el-Mandeb Strait (Red Sea). Consequently, CMA CGM immediately evacuated 14 vessels within the Gulf and 7 scheduled to enter, completely halting Red Sea route operations and switching to a southern Africa detour. Maersk and Hapag-Lloyd also reverted some Suez Canal and Red Sea services to the Cape route. Experts assess this crisis has effectively dashed hopes for normalizing Red Sea routes by 2026, predicting war risk and marine insurance premiums will surge 25-50% in the short term. They also raise the possibility of insurance carriers refusing to underwrite cargoes related to the US and Israel. In contrast, some predict partial resumption of Gulf operations within days due to U.S. military superiority at sea and in the air. Attention now focuses on how long the Red Sea route disruption will last and its impact on future SC contract negotiations with major shippers.   Winter ends, signaling truck market recovery... Executives express ‘positive’ outlook JOC reports that executives at major U.S. trucking companies are expressing optimistic outlooks, citing early signs that the three-year freight market downturn is ending. Supporting this, the average freight rate (excluding fuel) for the top 50 U.S. routes, as compiled by DAT Freight and Analytics, shows an 18-20% year-over-year increase to approximately $2.30 per mile (See graph below). These rates have held steady even after winter storms, suggesting “this isn't just a temporary factor.” Adam Miller, CEO of major trucking firm Knight-Swift, likened the situation to a Goldilocks scenario: inflation is stable, demand is quiet but showing signs of recovery, and supply (drivers) is shrinking. If high rates persist even after the winter storm's full impact fades, it could signal the end of the trucking market downturn. In this case, attempts to raise contract rates for shippers could occur in the first half of 2026. However, this shift is primarily driven by ‘supply contraction’ rather than demand. Specifically, the U.S. government's restrictions on issuing commercial driver's licenses to non-resident foreigners and stricter English proficiency requirements for drivers are forcing some drivers out of the market. Combined with recent signs of demand rebounding, the industry is shifting to optimism.               Truck and Bus Driver License Exams to Be Conducted in English Only Starting the 20th Federal Transportation Minister Sean Duffy announced on the 20th that “all applicants for commercial driver's licenses, including trucks and buses, must now take the test in English only.” He emphasized that the purpose of this measure is to ensure drivers possess sufficient English proficiency to understand road signs and communicate with law enforcement agencies, making mandatory English testing necessary. Until now, many states offered the CDL (Commercial Driver's License) written test in multiple languages including English, Spanish, Chinese, Russian, and Korean, with only certain licenses like hazardous materials transport requiring English only. While most opinions suggest this measure will worsen the driver shortage, some predict that restricting CDL issuance will, in the medium to long term, spur autonomous driving to fill the driver gap.   WiseTech Plans 30% Workforce Reduction Through AI Technology Adoption Australian logistics software company WiseTech Global, which holds approximately 70% of the global forwarding, customs clearance, and transportation management platform market, announced plans to reduce its workforce by about 30%—equivalent to 2,000 employees—over the next two years during its earnings call on the 25th, causing significant industry shockwaves.  WiseTech cited internal and external AI advancements as the reason for the cuts, stating they will significantly enhance product development and customer response efficiency. This is interpreted as a signal that AI is fundamentally restructuring the workforce in the software industry, causing considerable concern. The industry is on high alert, anticipating the impact may extend beyond just the software sector.        FedEx Files Lawsuit Against U.S. Government for Tariff Refund FedEx, one of the largest corporations in the U.S., has filed a lawsuit in the Court of International Trade (CIT) against the U.S. government, Customs and Border Protection (CBP), and CBP Commissioner Rodney Scott, seeking a full refund of tariffs. FedEx emphasized in its complaint that it suffered damages due to illegal tariffs and that the government has yet to establish a refund process. Major companies that have filed refund lawsuits so far include Costco, Revlon Consumer Products, Bumble Bee Foods, and Kawasaki Motors Manufacturing. Following FedEx's lawsuit, other importers are highly likely to file lawsuits en masse. The National Retail Federation (NRF) is also urging the court to establish a clear and swift refund process.

  • US Logistics Update [Feb 21, 2026]-English

On the 20th, as the world plunged into chaos following the U.S. Supreme Court's ruling that the Trump administration's tariffs were illegal, President Trump immediately imposed a 10% tariff (later changed to 15%) based on Section 122, as expected. The measures President Trump can take are summarized below in four points, and attention is focused on what methods he might employ beyond Section 122 going forward.   ① Section 122 •    Aims to address a “serious international balance of payments crisis” caused by excessive imports. Allows for tariffs up to 15% or import quotas. No congressional approval required. •    Drawbacks: Automatically expires after 150 days; extension may violate the law's intent. Never used in earnest historically. ② Section 338 •    Allows tariffs of up to 50% on countries implementing discriminatory trade policies against the U.S. Though largely obsolete, theoretically usable. ③ Section 301 •    Tariffs imposed following investigations into unfair trade practices. Served as the basis for large- scale tariffs on China during Trump's first term. ④ Section 232 (National Security) •    Allows tariffs imposed under the pretext of national security. Currently used for steel and aluminum tariffs.   Of course, the ‘item-specific tariffs’ on automobiles, steel, and other goods remain valid under this ruling. However, there are concerns that uncertainty has arisen regarding the large-scale investment attraction and domestic job creation that President Trump has touted as achievements of his tariff policy. In the U.S., setting aside debates over the effectiveness and legitimacy of reciprocal tariffs, distrust is rampant regarding a tariff policy that is unilateral and even inconsistent. In the “tariff war” waged against China, there have been repeated suspensions and reversals based on circumstances. The administration has applied elastic standards to different countries, and when concerns poured in about rising prices for imported daily necessities, it lowered tariffs on some items, demonstrating erratic behavior. The Supreme Court ruling further fuels this, likely intensifying opposition among anti-Trump voters and spreading disappointment even among his supporters. Despite this, President Trump expressed confidence, stating, “The entire Supreme Court that made this terrible ruling, and Congress, recognize that there are stronger tools, methods, laws, and authorities than IEEPA tariffs.” Attention is focused on President Trump's next moves ahead of the November midterm elections, which hold his political fate.                     Meanwhile, as U.S. Customs and Border Protection (CBP) must refund hundreds of billions of dollars in tariffs paid by U.S. importers over the past nine months, the tariff refund process has emerged as a key issue. However, the Supreme Court did not provide specific guidance on the refund method. The Court of International Trade (CIT) is expected to make the final determination on the refund procedure. Therefore, at present, importers cannot take immediate reporting actions or file refund claims. CBP has also not yet announced “Next Steps” or specific implementation guidelines. However, customs brokers have been conducting comprehensive audits of all customs entries declared after April 2025 and have been preparing to respond immediately once the refund process begins. Once the refund process is finalized, refunds are expected to proceed through procedures such as “Protest” or “Post-Summary Correction (PSC)”. To ensure smooth refund processing, importers should verify that their ACH (electronic refund) information is up-to-date within the ACE Portal, considering that CBP has discontinued paper check issuance and transitioned to electronic refunds (ACH). (Visit https://www.cbp.gov/trade/automated/ach/refund to verify and update ACH information)   The Federal Reserve Bank of New York and Columbia University economists announced on the 12th that 90% of the tariff burden imposed by the Trump administration through November last year was passed on to U.S. companies and consumers. This result matches the findings released by Germany's Kiel Institute last January. The study's significance is heightened as it comes from the Federal Reserve Bank of New York and Columbia University. When goods are imported into the U.S. from abroad, the importer (a U.S. company) must first pay the tariff to the U.S. government. The importer then passes on this cost to others by either raising the price charged to customers or negotiating lower prices with suppliers. President Trump has repeatedly claimed that foreign exporters would bear the tariff costs. According to him, foreign exporters would lower supply prices to maintain access to the vast U.S. market, meaning exporters would ultimately shoulder the tariff burden while U.S. importers would be compensated. However, researchers announced findings on the ‘incidence’ of new import taxes—revealing who actually pays them—that directly contradicted President Trump's claims.             North American Vessel Dwell Times              Delays in 2026–27 Service Contract Negotiations On the Trans-Pacific route, shipping lines and U.S. importers (including retailers) are mutually delaying the conclusion of annual service contracts for the 2026–27 season. Shippers are delaying contracts because spot rates have continued to fall over recent weeks. Retailers believe “waiting just a little longer will bring rates down further,” adopting a strategy to delay annual contract signing as long as possible. Carriers (shipping lines) believe “the current rate decline is temporary and the market will strengthen again soon,” and thus do not want early contracts. In other words, both sides think ‘signing now would be a loss,’ causing negotiations to proceed very slowly. The current market situation is weak demand and ample supply (vessel capacity) → pressure on spot rates to fall. Expectations that market rates will fall further (shippers) clash with carriers' hopes for a market rebound, causing 2026–27 service contract negotiations for the Pacific route to stall as each side watches the other. Consequently, the spot market share is expected to expand for the time being. Long-term, there is a risk that annual contract rate levels will decline further.   U.S. Department of Transportation (DOT) Strengthens Regulations on Issuing Commercial Driver's Licenses (CDL) to Nonresident Foreign Nationals U.S. Transportation Secretary Sean Duffy has announced a final rule to prevent nonresident (ineligible) foreign nationals from obtaining commercial driver's licenses (CDLs) for operating large trucks and buses in the United States. and buses in the U.S. is scheduled to take effect on the 16th of next month. Meanwhile, several state governments, including New York, have suspended the issuance and renewal of nonresident commercial driver's licenses (CDLs) for foreign nationals, raising concerns about disruptions not only in truck operations but also in public transportation like buses and school bus services. Last September, the federal Department of Transportation significantly restricted nonresident CDL eligibility to H-2A, H-2B, and E-2 visa holders through an emergency rule change. With the federal government pressuring states using subsidies as leverage, many states have moved to implement the rule early. The Federal Motor Carrier Safety Administration (FMCSA), a commercial vehicle oversight agency under the DOT, estimates that over 90% of the approximately 194,000 existing non-resident CDL drivers will exit the market within about five years due to this rule. The resulting driver shortage and reduced truck supply are likely to significantly increase pressure for higher freight rates.   Amazon Finally Overtakes Walmart to Become World's Top-Selling Company Bloomberg reports that Amazon recorded total sales of $716.9 billion in 2025, surpassing Walmart's $713.2 billion to become the world's top-selling company. This marks the end of Walmart's decade-long reign at the top. Amazon's surge is attributed primarily to the rapid growth of its cloud business, AWS, along with expanding demand for AI and data centers. Analysts note that its online-centric business structure has secured a structural advantage over Walmart, which relies heavily on brick-and-mortar stores. The market views Amazon's rise to the top as the moment when the generational shift from offline to online was officially “complete.”             Package Market Realignment: FedEx's Strategic Shift, UPS's Amazon Reduction, USPS's Expanded Role At its 2026 Investor Day last week, FedEx announced it would prioritize premium B2B and high-value e-commerce in its future strategy, stating it would reorganize its network around high-quality services rather than low-cost competition. FedEx identified key target industries requiring precision and reliability—such as healthcare, automotive, aerospace, and data centers—to achieve this goal. Earlier, UPS disclosed plans to reduce its Amazon volume by more than half by 2026. Amazon shipments accounted for 20-25% of UPS's total volume but were reportedly low-margin. UPS is consequently pursuing a shift to a higher-margin structure by closing over 90 facilities, implementing large-scale workforce reductions, and restructuring its network. It is also strengthening its Ground Saver program with the USPS, transferring some low-margin shipments to the USPS. Due to UPS and FedEx's strategic shifts, the USPS is assuming a larger role in last-mile delivery, expanding its presence. Amazon is also expanding its own delivery network (AMZN) to gradually reduce its reliance on external carriers. Coupled with the strengthening of its internal delivery network and the reduced dependence of UPS and FedEx on Amazon, a structure is forming where Amazon handles more deliveries itself.

[Feb 21, 2026]

FMCSA(Federal Motor Carrier Safety Administration/DOT 소속 상업용 자동차 감독기관)는 이번 규칙 적용으로 약 5년간 194,000명의 기존 비거주 CDL 운전자 중 90% 이상이 시장에서 이탈될 것으로 추정 중.
