  • US Logistics Update [May 10, 2025]-English

US Economy President Trump announced on May 8 that he has reached a trade agreement with the United Kingdom, the first such agreement since announcing global tariffs. Under the agreement, the U.S. will reduce auto, steel, and aluminum tariffs on the U.K., and the U.K. will reduce non-tariff barriers on U.S. beef, ethanol, machinery, and other products. The details are as follows The base reciprocal tariff of 10% will remain in place on all UK imports Only a 10% base tariff on the first 100,000 UK vehicles imported into the US each year, instead of the existing 27.5% tariff Tariffs on British steel and aluminum reduced from 25% to 0%, including $10 billion worth of Boeing aircraft purchases                                           While the trade agreement with the U.K. announced today is not a comprehensive bilateral trade agreement, it is likely to be used as leverage and a framework for further tariff negotiations with other countries. This means that many countries will not be able to avoid the 10% base tariff and will have to buy a lot of US goods. Given the U.S. economy's lack of exportable goods, there will be a lot of pressure on importing countries to open their beef and agricultural markets. Meanwhile, delegations from the U.S. and China are scheduled to hold formal trade talks in Switzerland on October 10 and 11, and much attention is being paid to them.   Despite President Trump's relentless push for a rate cut, Federal Reserve (Fed) Chairman Powell kept the benchmark interest rate (4.25% to 4.50%) unchanged at the Federal Open Market Committee (FOMC) meeting on May 7, citing increased economic uncertainty due to Trump's tariff policy drive and waiting to see how the economy develops. This marks the third time the Fed has kept rates unchanged in three FOMC meetings since the inauguration of Trump's second administration on January 20th. The Fed has a dual mandate of achieving full employment and keeping inflation at 2%, and the Fed believes that recent unemployment and inflation data do not adequately reflect the impact of tariffs. Meanwhile, the unemployment rate stood at 4.2% in April, when the tariffs were in full swing, indicating a robust labor market despite recession fears.   Maritime Cargo Market Trends         Pacific route supply reduction continues Impact of Chinese Labor Day holiday, etc. Supply decreased significantly in the week of May 5, but has recovered somewhat since then. However, the supply is still significantly reduced, and although the supply of the week of May 12 has recovered somewhat, 23% of the supply of the week of May 19 has been canceled, so it is unlikely that the supply will recover for the time being.   Trans-Pacific Capacity Status     Maersk declares it will not return to Red Sea despite US-Houthi ceasefire Maersk has ruled out returning to the Red Sea this year, despite President Trump's claim on May 6 that Yemen's Houthi rebels have agreed to "surrender" and halt attacks on commercial shipping in the region. CEO Vincent Clerc told analysts during the company's first-quarter earnings call on May 8 that the company will not return to the Red Sea and Suez Canal in the absence of guarantees for the safety of crew, vessels and cargo. Industry estimates that if carriers return to the Red Sea without bypassing the Cape of Good Hope, supply could increase by 1 million TEUs per year.   U.S. Retailers Scramble to Stock Up for Summer U.S. retailers are scrambling to find alternative sources of supply to China to fill inventory this summer and will suffer “across the board” if they fail to do so, Maersk CEO Vincent Clerc warned. He noted that volumes from China to the U.S. have dropped by 30% to 40% since the Trump administration imposed 145% tariffs on most Chinese imports on April 9, and that “people are tapping into inventories in Canada, Mexico, and also seeing how long distributors and other vendors in the U.S. can hold onto inventory.” He said that shipments will resume from imports for which there is no alternative market to China, and that while empty shelves at large U.S. retailers are “not right around the corner,” if inventory cannot be found before summer, “it will start to hurt quite a bit across the board.”        Air Cargo Market Trends   China/Hong Kong De Minimis Exemption Ends (May 2) De Minimis, which allows imports from China valued at less than US$800 to enter the U.S. duty-free, expires on May 2. Shipments under $800 from China/Hong Kong will be subject to the following fees Parcel: 145% base duty plus product-specific duties Mail: 120% base duty or $100 per item (increasing to $200 on June 1)   De minimis rates will be phased in for countries other than China and Hong Kong “as soon as their customs collection systems are in place”   In response to the high tariffs on small parcels, Temu's parent company PDD Holdings announced that it is completely revamping its business model in the U.S. to be more locally focused. Temu announced that it has “transitioned its U.S. business to a local fulfillment model,” explaining that “U.S.-based sellers will now sell U.S.-made products to U.S. consumers.” “We are currently recruiting sellers to join Temu, and there will be no price impact from this policy.”

  • US Logistics Update [May 3, 2025]-English

US Economy Import volumes from Asia have plummeted in the wake of President Trump's tariffs but will rebound at some point, at which point the U.S. port system could be paralyzed, container carrier representatives warned at the Georgia International Trade Conference this week. While the timing and magnitude of the rebound remains unknown, with most industry experts expecting imports from China to eventually rebound, Fabio Santucci, MSC's U.S. president, warned that “if terminal utilization remains at 70-90% for weeks on end, the system could collapse,” adding that “if the port backlog exceeds 10 days, it becomes difficult to resolve the backlog.” Charles van der Steene, president of Maersk North America, said, “Regardless of whether demand doubles or returns to the levels of about eight weeks ago, the port system is not fundamentally better than it was five years ago,” noting that “when volumes spike, system disruptions become inevitable.” Meanwhile, shipping lines such as Maersk, MSC, Hapag-Lloyd, and others pointed out that the logistics infrastructure outside of terminals (warehousing, chassis, drayage, railcar shortages, etc.) is just as big a problem as it was during the pandemic.                        Meanwhile, large retailers such as Walmart, Target, and others have recently resumed shipments from China after meeting with President Trump to convey concerns that “stores  will be empty and supply chain disruptions will be visible within two weeks.” It is unclear whether this is a sign of an imminent U.S.-China tariff deal (or a deal that will be reached in about 40 days when the ships from China arrive) or a move to prevent stores from being empty in the face of higher tariffs.   The U.S. Department of Commerce reported today that U.S. gross domestic product (GDP) growth in the first quarter of this year decreased 0.3% (preliminary, annualized rate) from the fourth quarter of 2024. This is a sharp decline from the 2.4% growth rate in the fourth quarter of last year, and the first contraction since 2022 during the Covid-19 pandemic. The main driver of the contraction was imports, with the value of goods imports surging 50.9% quarter-on-quarter. This was attributed to importers temporarily building up inventories to avoid tariffs before they were imposed. It will be interesting to see whether President Trump will take this as a 'shock' and use it as an opportunity to change his policy or dismiss it as a distorted indicator reflecting inventory buildup ahead of the tariffs.         Ocean Freight Market     Carriers continue to cut supply on Pacific routes Partially reflecting the impact of the Chinese Labor Day holiday, 29% of Pacific sailings were canceled during the week of May 5, reducing supply to around 70% of normal. Demand has been around 49% lower than the previous four-week average since April 2, but carriers implemented a General Rate Increase (GRI) on May 1. On the Atlantic route, the 90-day reciprocal tariff moratorium has led to a surge in demand for transportation during this period, causing most European ports to be overcrowded. Many carriers are raising prices and some are imposing a Peak Season Surcharge (PSS).   Trans-Pacific Capacity Status (Flexport)                Trans-Pacific Blank Sailings Overview (Flexport) Air Freight Market   CMA CGM Expands Air Cargo Business by Acquiring Air Belgium French carrier CMA CGM, which entered the freighter business in 2021, has acquired the cargo business of Air Belgium, adding four freighters to its fleet, including two A330-243Fs and two B747-8Fs. This will bring CMA CGM's freighter fleet to 14 aircraft, including the upcoming addition of a B777F to its existing fleet of nine (4 B777F, 3 A330F, 2 B747F), with eight A350F freighters scheduled to enter service starting in 2027. CMA CGM is looking to expand its Atlantic and Asian routes with hubs in Paris, Liege, and Chicago, and in the U.S., the airline leases and operates two B777Fs from Atlas Air, with a third on lease soon. CMA CGM's next move will be closely watched as the tariff war has significantly reduced demand from China.

President Trump made a conciliatory gesture by stating that tariffs on China “will not be zero, but they will not be high,” and Treasury Secretary Scott Bessent said that “the current level of tariffs is unsustainable and we expect tensions between the U.S. and China to ease in the very near future,” indicating a shift from his previous hawkishness. He also backtracked on his dismissal of Fed Chairman Powell within five days, showing that he is trying to stabilize financial markets. However, criticisms of Trump's surrender to “market forces” are also spreading, as his tariff policies have undermined allies' trust and disrupted the economy in his first three months in office, the Iran nuclear deal and the crackdown on Houthi rebels remains sluggish, and the Russia-Ukraine peace process, which he promised to resolve on his first day in office, is stalled, raising doubts about his strategic capabilities.                               Reflecting this, an ABC News/Washington Post poll released today found that 7 in 10 Americans believe Trump's tariffs will increase inflation in the U.S., outpacing hopes that they will boost manufacturing employment, and 64% disapprove of the president's overall handling of policy.(see graph above; similar findings from Reuters, CNBC and others)     The Federal Reserve's (Fed) Beige Book, released on April 23, revealed that while the impact of President Trump's tariffs on the U.S. real economy is not yet evident, uncertainty surrounding the wall is pervasive in the economy, making it highly likely that the Federal Open Market Committee (FOMC) will keep its benchmark interest rate unchanged at 4.25-4.50 percent at its May 6-7 meeting.                           The Beige Book is a 50- to 60-page report of recent economic trends compiled by each of the 12 U.S. Federal Reserve Districts by contacting banks, businesses, and experts in their  respective regions and is typically released two weeks before the FOMC meeting, which sets monetary policy.             Carriers begin full-scale supply cuts on Pacific routes Shipping lines are reducing supply on trans-Pacific routes at a faster pace than during COVID-19 in anticipation of lower demand following the imposition of new tariffs on cargo from China to the United States. In late April and early May (Weeks 17-19), more than 25% to nearly 30% of weekly sailings have already been canceled (the disruption rate in Week 19 of 2020, during the early stages of COVID-19, was 24%), with Ocean Alliance (CMA CGM, COSCO, Evergreen, OOCL), Premier Alliance (ONE, HMM, YML), and ZIM/MSC suspending eight weekly sailings altogether (see table below). More suspension announcements are expected in the coming days unless otherwise noted.   Trans-Pacific Capacity Status (Flexport)              Trans-Pacific Blank Sailings Overview (Flexport)            Meanwhile, several carriers have announced General rate increases (GRIs) and peak season surcharges (PSSs) for the Trans pacific East Bound (TPEB) market starting around May 1. Whether GRIs and PSSs will be applied remains to be seen.   Despite the reduction in supply, the U.S. export ocean freight market remains largely unchanged. This is mainly due to the relatively low volume of U.S.-origin shipments to Asia, which accounts for only about 25% compared to the volume of shipments from Asia to the U.S.                       U.S.-bound volume and price trends (14 Apr-20 Apr, WorldAcd.com ) Despite reports of a surge in e-commerce sales ahead of the end of the “de minimis” exemption for low-cost US imports from China and Hong Kong on May 2, volumes from China and Hong Kong to the US fell -7% week-on-week, marking the fourth consecutive week of decline (-16% year-on-year). On the other hand, Vietnam (+42%), Taiwan (+30%), Thailand (+24%), and Japan (+12%) saw significant increases (excluding charter). Airfares from China/Hong Kong to the U.S. saw a -5% decrease in average price to $4.72/kg. Prices to the U.S. from other key countries such as Vietnam (-28%), Singapore (-11%), Taiwan (-9%), and Thailand (-9%) also fell significantly due to excess supply over demand from China. Demand to the U.S. from other Asia-Pacific countries outside of China/Hong Kong is growing, but not enough to replace demand from China/Hong Kong, which will likely intensify demand and price declines over time. On the U.S. export side, spot rates for shipments to China and Hong Kong are also declining due to lower demand, although rates for fixed console volumes remain stable.

U.S. Economy Federal Reserve (Fed) Chairman Powell warned on Saturday that the Trump administration's higher-than-expected tariffs are expected to raise prices and slow growth, making it difficult to achieve the Fed's twin goals of maintaining maximum employment and price stability. This makes a Fed rate cut unlikely for the time being. Stock market slump continues. In response to Powell's tariffs comments, President Trump showed blatant distrust, saying “the Fed needs to lower rates right now” and that “Powell will resign if I want him to”. Meanwhile, for the second time in two weeks, many people took to the streets across the country, including in front of the White House, to protest against President Trump. (see photo of protest in front of the White House below)                         President Trump's policy “missteps” in the first two and a half months of his presidency have put his political image as a “get things done” man at risk, the Washington Post reported today. However, a majority of Americans see them as early missteps as the Trump administration works to make big changes. This assessment is likely due to the fact that Trump's policy changes have not yet been reflected in concrete statistics, and it is expected that the president's assessment will change dramatically once the policy changes are reflected in concrete numbers.     A CNBC survey of 380 leading supply chain organizations, including the Chamber of Commerce, National Association of Manufacturers, National Retail Federation, and Apparel and Footwear Association, found that 61% of respondents believe it would be more cost-effective to move their supply chain to another country with lower tariffs rather than bring it back to the U.S., CNBC reported Thursday. Cost was cited by 74% of respondents as a reason for not re-shoring, and 21% cited “difficulty finding skilled labor. Of those interested in rebuilding their supply chains in the U.S., 41% expect it to take 3-5 years to rebuild their supply chains, and 33% expect it to take more than 5 years, indicating that they will not be able to reorganize their supply chains in the near term. As for President Trump's current tariff policies, 89% of companies say they are experiencing order cancellations, and ironically, 61% of respondents say they feel the Trump administration is bullying domestic companies. Meanwhile, the U.S. goods and services deficit (which has plagued successive U.S. administrations), which had surged in January, narrowed somewhat in February. (see table and graph below)                     Maritime Cargo Market Trends North America Vessel, Rail Dwell time (Week 16)                  Trans-Pacific Eastbound (TPEB) Market Trends Shippers are accelerating blank sailing due to a significant decrease in shipments from China. In May, supply reduction of 30~40% is expected through blank sailing and vessel downsizing. After the reduction of the universal tariff to 10%, demand in Asian markets excluding China has recovered, but not enough to offset the decline in volumes from China. Many experts believe that a compromise will eventually be reached between the U.S. and China as there are limited alternative markets to China, but they are highly concerned about the logistics disruption afterward, which could be comparable to a pandemic if the volume that has been blocked for 1-2 months is released all at once.    U.S. Trade Representative (USTR) Decides to Impose Fees on Chinese-Made Ships Starting October 14th The USTR announced that starting October 14, Chinese-manufactured ships operated by Chinese carriers will be subject to a fee of $50 per net supply ton when they arrive at U.S. ports. The fee will rise to $80 a year later and will increase annually, reaching $140 in 2028. Meanwhile, the fee will only be charged at the first port of call and only five times per year per vessel. Carriers based outside China and operating Chinese-built vessels will be charged a fee based on the higher of net supply tonnage or container volume, starting at $18 per ton, rising to $23 by April 2026 and reaching $33 in 2028. The fee per container starts at $120, rising to $153 next year and $250 in 2028. USTR's fees will have the biggest impact on COSCO Shipping and its subsidiary OOCL. Sea-web's calculations show that the Cosco Hope, with a net deadweight tonnage of 63,544 tons, is expected to incur fees of $3.2 million per U.S. port call, while similarly sized ships operated by non-Chinese carriers are expected to incur fees of around $1 million per port call.                       Air Cargo Market Trends Hong Kong Post announces suspension of parcel service to the U.S. Hong Kong Post announced that it will suspend its ocean parcel post service to the United States and suspend its air parcel post service from April 27, in retaliation for the U.S. government's repeal of the “de minimis” exemption and increased tariffs on goods from Hong Kong to the U.S., effective May 2.   Temu and Shein announced price increases effective April 25. Temu and Shein have announced that they will raise prices for U.S. customers starting April 25, encouraging shoppers to make purchases before the increase takes effect. The fact that both companies—Temu, based in China, and Shein, headquartered in Singapore—made similar announcements at the same time has sparked curiosity and speculation in the market. Although a surge in U.S. orders was expected ahead of the repeal of the De Minimis exemption at the end of April, along with explosive demand for air freight due to preemptive shipping, e-commerce shipments from China have shown unexpected weakness. This slowdown, coupled with Hongkong Post’s suspension of parcel services to the U.S., has fueled various rumors and speculation in the logistics market.

  • US Logistics Update [Apr 12, 2025]-English

U.S. Economy President Trump appears to be shifting the target of his tariff war to China, announcing tariffs on China of 125% (confirmed by the White House to be 145%) within 13 hours of the reciprocal tariffs going into effect, and a 10% “base tariff” on all other countries for the next 90 days. Both President Trump's decision to focus his firepower on China and Chinese President Xi Jinping's decision to respond are unlikely to reach an easy compromise, given the political and economic circumstances at stake, as well as the pride of both countries. Instead, other countries have taken a big breath and are expected to start negotiating with the US in earnest over the next 90 days. In addition, cargo shipments from South Korea, Japan, and Vietnam to the U.S., which had been canceled due to Trump's reciprocal tariffs, have rebounded since the announcement of the 10% base tariff. However, bookings from China to the U.S. and from the U.S. to China were largely canceled due to canceled and postponed purchase orders. Meanwhile, a Fed survey showed that the U.S. manufacturing base has been in recession since China's WTO accession (see graph below).           The WSJ reports that the U.S. has a shortage of skilled workers, a weak supply chain, and high labor costs, making President Trump's expectation that factories producing labor- intensive goods will relocate to the U.S. unrealistic.     The U.S. Consumer Price Index (CPI) for March rose 2.4% year-over-year, according to the Labor Department's March report released today. The underlying CPI, which excludes energy and food prices, rose 2.8% year-over-year, the slowest rate of increase in four years since March 2021. While consumer price inflation slowed significantly and unexpectedly, the market reaction was muted as the data was released before the full impact of the Trump administration's tariff policies were realized. The unemployment rate trended upward to 4.2% in March from 4.0% in January and 4.1% in February. The graph below shows the evolution of the US CPI and unemployment rate over the last 5 years.       Meanwhile, the warnings of a recession in the US economy are growing louder. JP Morgan, the largest U.S. financial institution, said that the probability of a U.S. recession has risen to 79%, while Goldman Sachs raised the probability of the U.S. economy falling into recession in 12 months to 45% from 35%. Fed Chairman Powell said on April 4 that “tariffs have the ability to raise inflation and lower growth, but it's too early to talk about a policy shift,” suggesting a wait-and-see approach for now.     Maritime Cargo Market Trends North America Vessel, Rail Dwell time (Week 15)                  White House Issues Executive Order to Change Harbor Maintenance Fee (HMF) Application On September 9, the White House issued an executive order titled “Restoring America's Maritime Dominance” to close loopholes in the application of the Harbor Maintenance Fee (HMF) to rebuild U.S. commercial shipbuilding capacity and strengthen the maritime workforce. HMFs are collected to maintain U.S. ports and waterways, but many shippers avoid paying them by unloading their cargo at ports in Canada or Mexico instead of shipping directly to U.S. ports, then transferring it by truck or rail to the U.S. for transit. The executive order provides that foreign cargo transported to the U.S. by land through Canada or Mexico without special processing will be subject to the same duties, taxes, and fees, including HMF, as cargo that is transshipped directly to a U.S. port, plus an additional 10% CBP processing fee.   Gemini Demonstrates Near 90% On-Time Rate Maersk and Hapag-Lloyd's Gemini Cooperation is on track to deliver on its public promise of schedule reliability of more than 90% since its launch on February 1, according to new data. Gemini's on-time performance is 86%, significantly outpacing that of its competitor Alliance and the on-time performance of Mediterranean Shipping Co. (MSC), a standalone company that is not part of the Alliance. According to eeSea and Sea-Intelligence Maritime Analysis, Premier Alliance had an on-time performance rate of 31% in the first quarter, compared to 25% for Ocean Alliance and 22% for MSC. Non-MSC alliances had an on-time rate of 30%. Gemini's Hub & Spoke system is a groundbreaking attempt to break the myth of shippers traditionally averse to transshipment, and its future success is highly anticipated.       Trucking Market Trends US LTL freight classification system to be revamped - density standards to be tightened, finalized in July The National Motor Freight Traffic Association (NMFTA) has announced more than 90 changes to the National Motor Freight Classification (NMFC), the US Less Than TruckLoad (LTL) freight rate system. The changes will significantly tighten the way freight is classified based on density. The reform is expected to require shippers to completely reorganize their palletization and shipping procedures. The changes are expected to be finalized by July, and we will continue to update the details through the ‘PLP News Letter’.                         Air Cargo Market Trends De Minimis Cargo Tariffs from China & Hong Kong to Rise to 90% President Trump's decision to eliminate de minimis tariffs on e-commerce shipments from China and Hong Kong, which account for about 50% of U.S. air traffic from Asia, will be followed by a 90% tariff, Bloomberg reported on April 9. The move comes amid China's announcement of a 34% retaliatory tariff (later changed to 84%) in retaliation for the U.S. reciprocal tariffs on China, which will take effect on May 2. The administration also announced that it will increase the fee per piece of incoming mail from $25 to $75 between May 2 and June 1, and after June 1, the fee, which was scheduled to be $50 per piece, will increase to $150. With tariff policy in flux, de minimis is certain to remain in place until May 1, which is expected to spike airline demand due to frontloading in April.

  • US Logistics Update [Apr 5, 2025]-English

U.S. Economy The shockwaves from the reciprocal tariffs announced by President Trump are reverberating through the United States. First, the WSJ reported that $6.6 trillion in market capitalization was wiped off the New York stock market on April 3-4. U.S. households, known for their low savings rate and profligate spending, are also spending less and saving more. According to the Commerce Department, the household savings rate was 4.6% in February, well above the typical savings rate of 2-3%. Meanwhile, tourist arrivals to the U.S. this year are expected to be 9.4% lower than last year, with Tourism Economics predicting a 20% plunge in Canadian tourists. Walmart, the largest U.S. retail chain, is continuing price pressure on Chinese suppliers despite warnings from Chinese authorities to offset “Trump tariffs,” Bloomberg reports. Hyundai Motor Company has announced possible price hikes for cars sold in the U.S. But perhaps the biggest problem is that it's hard to predict the full impact of Trump's tariff war. In contrast to the growing economic unease, the President has maintained a calm demeanor, even appearing relaxed while playing golf, signaling his confidence in the situation.   In response to Trump's announcement of reciprocal tariffs, major trading partners such as the EU, China, and Canada have responded with strong retaliatory measures, including retaliatory tariffs, leading many experts to believe that a Trump-led tariff war could change the global trade order and adversely affect the U.S. economy in the long run. Bloomberg Economics estimates that if Trump's tariffs are imposed at full force, the average tariff rate could rise by as much as 28 percentage points, reducing gross domestic product (GDP) by 4% and raising inflation by nearly 2.5% over the next two to three years. However, these projections do not account for retaliatory tariffs and other indirect impacts, such as businesses suspending investment and reducing consumption due to uncertainty about the future. On the other hand, as the tariff formula (import-export/importx1/2=tariff rate) shows, President Trump's intention is to attract manufacturing plants to the US and reduce the trade deficit. Therefore, many experts expect that export volumes from the United States will increase in the near future, and the demand for factory equipment in the United States will also increase significantly.     Maritime Cargo Market Trends North America Vessel, Rail Dwell time (Week 14 / Flexport)         Service Contracts for 2025-26 Settled at 15-20% Higher Prices than Previous Year Large U.S. retailers are negotiating service contracts for Asia to the U.S. that will run from May 1, 2025 to the end of April 2026 at prices that are approximately 15% to 20% higher than the current 2024-2025 service contracts, JOC reports. However, some shippers are still refusing to sign as they believe the market will continue to soften in the second half of the year. In fact, the average spot price from Asia to the US has fallen to a 15-month low. According to analysis by S&P Global's sister company Platts, westbound from Asia fell to $1,600 per FEU, down nearly 70% from the first week of January. However, ocean freight rates, which began to rebound in late March, rose significantly (by around $1,000) in April on the back of carriers' general rate increases (GRIs) and increased blank sailing (see graph below), forcing shippers who had been pressing for further price reductions at the last minute to reverse course and sign SCs at higher prices than originally negotiated. It will be interesting to see who wins the battle between some shippers who are pushing for price reductions in anticipation of increased supply and carriers who are fighting back by blank sailing.              Air Cargo Market Trends President Trump Repeals De Minimis Exemption for Cargo from China (Effective May 2)   President Trump signed an executive order repealing the de minimis exemption for imports from China (including Hong Kong) valued at $800 or less, meaning that tariffs will be imposed on May 2 at 00:01 AM. Tariffs of $25 per piece or 30% of the value of the goods will be imposed on all goods valued at $800 or less, rising to $50 per item on June 1 (peak airline season expected by the end of April due to pushback demand). The higher-than-expected tariffs are expected to end an 18-month period of high fares and tight supply that has seen nearly 1 billion duty-free goods enter the U.S. last year, filling dozens of large cargo planes per day and accounting for half of all U.S.-bound airline demand. Meanwhile, some in the industry have expressed skepticism about the implementation date, arguing that "it is difficult to believe that a system for collecting tariffs has been put in place so quickly” in response to the Department of Commerce's announcement that "it has a complete system in place” (the May 2 implementation, a month late, is evidence of this). In fact, in February, the de minimis ban on cargo originating in China was reversed within a day, citing system inadequacies. In response to the U.S. government's regulatory moves, Temu, Shein, TikTok, and others are preparing to shift to a more ocean-oriented shipping model and have already established several large distribution centers in the U.S. If tariffs on low-cost imports from China reduce demand for U.S.-bound e-commerce, it will have a significant impact on the airfreight market, with a significant amount of freighter supply being released back into the general forwarding market, causing a significant drop in freight rates.
